David transitioned from the military to a civilian Special Agent role with NCIS in 1987, leading to a 34-year federal law enforcement career. He served with NCIS, the EPA Criminal Investigation Division, and the Department of Interior, where he ultimately became the Associate Inspector General for Communication. David holds a Bachelor of Science in Criminal Justice from Troy State University and has completed advanced leadership training at the Center for Creative Leadership, the Federal Executive Institute, and Harvard University’s Kennedy School of Government.
